There are many aspects to building a global digital mathematics library. There are a number of projects, not directly carried out by the IMKT, which would positively impact a GDML effort. Listed below are several such efforts.

One simple expectation of a GDML is that it be an online version of a classic library, providing access to journals and monographs in digital rather than printed form. Ideally the online access should be wider than that of a typical institutional library and supported by digital tools.
The best example of this today is the European Digital Mathematics Library (EuDML). This project emphasizes journal holdings and is distinguished by insisting that every item for which it has a catalog entry (i.e. possesses descriptive metadata) is also linked to an assured source of the full journal article.
There are also large tranches of the mathematical literature to be captured, and this will follow later.
If there is to be a change in the nature of the library ;art of a GDML
